I am about to simulate a low speed link, using netem. Would users
commonly use 56k modems? Or 128k ISDN?

I have no idea. Here in Sweden most of us are now getting 10-100Mb for
our home connections and 3G or 4G for wireless (and many are actually
just running wireless nowadays). So I do not think that I the best
person to ask.
